Pharmaceutical companies across the globe earn multi-million dollars by raising the price of their medicines arbitrarily. This reduces the access to medicine and patients which could lead to loss of health and life according to the AIDS Healthcare Foundation (AHF).

An example of this is the antiretroviral Kaletra, for the treatment of human immunodeficiency virus (HIV), which Abbot sells in Mexico at a price of USD2.96 per pill, which amounts to more than USD2,100 annually.

World Health Organization (WHO) estimates that about 700,000 people die in Latin America every year due to lack of access to medicines. Families in the region spend an average of 30% of their income on health issues. The AHF emphasized on promoting early detection of the disease to curb HIV epidemic.

Currently, only 60% of HIV positive people in Mexico are aware of the available treatments. Government can provide treatment only if the authorities can buy generic medicines at more affordable prices. The organization urged the Mexican government to take advantage of the renegotiation of the North American Free Trade Agreement (NAFTA).

Additionally, pharmaceuticals prefer to extend their patents on medicines to generate profits at the expense human life. It was suggested by the AHF that patient organizations be included in meetings where governments and pharmaceutical companies discuss reductions in drug prices.

Obesity leads to numerous chronic degenerative disorders whose treatments are expensive and exhausting leading to rise in healthcare expenses.

The Ministry of Health (MoH) plans to increase awareness amongst its people about healthy lifestyles and prevention of obesity. The MoH will be implementing public policies to keep its citizens healthy and fit. Mexico: Tijuana has become a world capital in the manufacture of medical devices

The North American Free Trade Agreement (NAFTA) has led to the transformation of Tijuana to become the world capital in the manufacture of medical devices.

The manufacturing units located in Tijuana manufacture millions of medical devices from intravenous bags to artificial respirators for the global market. Around 70% of the medical device manufacturing companies in Tijuana are American-owned including Medtronic, Carefusion, DJO Global, etc.

New taxes on imports are likely to increase the cost of medical devices in the US with companies keeping their major operations outside the country. The US imports of medical devices have more than tripled from 2001 to 2016 reaching USD43.9 billion, according to BMI Research.

Mexico purchases most of its raw material and capital machinery from United States. If America imposes the border tax, Mexico could impose a tariff on raw materials supplied from the US. This will lead to increasing production cost making companies to shift to lower cost suppliers affecting the American suppliers.

Cofepris, Mexico to strengthen access to health solutions

The federal commissioner of healthcare regulatory agency of Mexico Cofepris has stated that the institution will work to strengthen timely access to a market that is adequately supplied with safe, effective, high quality products and at the best prices. The agency will also implement strategies to protect the population against health risks, promote economic activity in the sector and combat illegal products and services that do not comply with health regulations. As part of the objectives of Program 5/15 of Principles and Actions for Protection against Health Risks, agency will continue the release of generic, innovative medicines and announce the first package of biotechnological medicines. The signing of a collaboration agreement with the Mexican Institutes of Social Security will also be encouraged; (ISSSTE) and the Tax Administration Service (SAT) to strengthen clinical research in Mexico. Cofepris will continue this year with the authorization of health records of medicines and medical devices. Cofepris’s pre-access to the Pharmaceutical Inspection Cooperation Program (PIC/S) will allow the use of the mechanisms for the recognition of certificates of good manufacturing practice, with a view to gaining full member access for international partners.

Mexico has become an ideal location to conduct clinical trials for drugs and devices as Mexican researchers are well trained, often in the US or Europe. Moreover, Mexican trial data can be included in multicenter trials for Food and Drug Administration (FDA) approval. Many companies are already harnessing opportunities to conduct trials in Mexico. To boost the registry of more clinical trials, the government has taken initiatives to speed up the trial approval process, while not risking public health. Mexico’s regulator COFEPRIS has updated the legal framework and measures for clinical trials, taking into account the balance between promoting economic development and protecting patients. COFEPRIS also has accelerated its regulatory approval process, encouraging multinational companies to introduce their products first in Mexico. The country has strong academic institutions and hospitals, some of which have partnered with US institutions and are seeking to establish more. Research and clinical partnerships that provide opportunities for training and best-practice sharing are of greatest interest. The key to successful partnerships is to develop a collaborative approach designed to improve capacity in Mexico while providing research and training opportunities for US institutions. Millions of Americans travel to Mexico for treatments not covered by insurance as healthcare facilities there are on par with the US. There are significant opportunities to develop programs that provide surgeries and treatment that are covered by insurance but could be performed for far less expenses in Mexico than in the US.

According to the International Diabetes Federation, in 2015, the prevalence of diabetes in Mexico was estimated to be 14.7%, which translated to 17.6 million people affected by the condition. The Mexican Institute of Social Security (IMSS) disbursed USD 44 billion to treat the condition in 2015. The average cost of treatment per patient amounted to over USD 16,000 annually. Dulce Wireless Tijuana project, which began to take shape in 2011, is a multisectoral, binational effort carried out in the border areas of Mexico with the aim to improve monitoring and care provided to patients with diabetes, through the use of 3G wireless technology and the use of mobile devices feature phones in a first stage, later, smart phones or smartphones are implemented. The project demonstrated the positive impact of mobile technology in the treatment of type 2 diabetes. Monitoring and control based on mobile technologies contribute to reducing some costs associated with standard treatment. Finally, the project not only generated positive impacts on the health of people, but also in digital literacy.
