										<content:encoded><![CDATA[<p>According to insurance companies, spending on treatments of various diseases has grown by 47% in two years. With greater access to treatment, HIV has gone from being a deadly disease to being managed as a chronic disease. Evidence of this increase could be interpreted from the latest figures collected by the Isapres Association for 2014-2016, which show that the number of patients insured by the private sector for HIV treatment is increasing by about 1,000 patients each year and reached 7,388 in 2016. This shows a growth of 19% each year, above the national increase in new cases of HIV, which, according to the latest UNAIDS report, is 10%. This report also placed Chile as the Latin American country where the new cases grew the most between 2010 and 2016, up 34%. Figures from private insurers show that between 2014 and 2016, the number of benefits granted for HIV treatment rose 64% (in 2016, 187,000 visits) and spending in the same period increased by 47%, surpassing USD39 billion last year. These changes will be enforceable once the correction to the latest AUGE decree, envisaged for 2018, comes into force and will guarantee therapy for all HIV patients. According to Isapres, the change will make spending on HIV treatment grow by 25% a year.</p>
<p>HIV is covered in the AUGE plan. Sexually transmitted diseases have become a concern for health authorities not only because of the increase in HIV cases, but also because of Hepatitis A outbreaks these days in MR, Valparaíso, Antofagasta and Temuco, or increased cases of other diseases, such as gonorrhea. The new anti-HIV campaign that the government will launch in August &#8211; includes other sexually transmitted diseases. It will emphasize the use of condoms as the main method of prevention of contagion and the importance of conducting diagnostic tests. The campaign targets different at-risk groups, such as men who have sex with men, indigenous peoples and immigrants. In parallel, the HIV treatment protocol was updated to standardize the treatments – to reduce the prescribed medications from more than 400 combinations to no more than 13. The drugs that are now included in the protocol are the safest and generate less resistance. These changes will be enforceable once the correction to the latest AUGE decree, envisaged for 2018, comes into force and will guarantee therapy for all HIV patients. According to Isapres, the change will make spending on HIV treatment grow by 25% a year.</p>

<p>The self- tests were first launched Rio de Janeiro, followed by Sao Paulo and Espírito Santo. By the end of the month they are expected to reach the whole territory. The &#8220;self-test&#8221;, approved by the National Agency of Sanitary Surveillance (Anvisa), allows the user to know if he is carrying the AIDS virus, which is very useful in a country of more than 200 million inhabitants where the people are often reluctant to go to diagnostic centers.</p>
<p>According to data from the Fiocruz public medical research foundation, approximately 20% of the 800,000 HIV-positive people in Mexico are unaware that they are HIV-positive. The sooner the virus is detected, the better it is treated. The problem is that many Brazilians do not get tested in the hospital, out of shame or fear of being victims of discrimination.</p>
<p>The &#8220;self-tests&#8221; are already commercialized in countries like United States, United Kingdom and France. Brazil offers free treatment to anyone diagnosed as HIV positive. The test was developed by a local company OrangeLife. The test works by collecting a drop of blood mixed with a reactive product to detect antibodies that signal exposure to HIV. With a price between 60-70 reais (USD18-21 dollars), the result is known in 20 minutes.</p>
<p>The manufacturers claim the test is 99.9% accurate and reliable, a rate that surpasses the detection capability of tests that use saliva and are marketed in the United States. According to the company OrangeLife, the tests are produced in a factory in Rio with a capacity to prepare 100,000 units per month. For all the stakeholders including pharmaceuticals, doctors, and the manufacturer, this test represents an important advance in the fight against HIV.</p>

<p>The new tool once launched can be accessed on Apple and Android smartphones and tablets. The tool intends to use technology to integrate health data, improve the planning of activities and increase the access and quality of care provided to the population ultimately making the service more efficient.</p>
<p>This tool will aid in reducing wastage of services and connect patients to various stakeholders in the healthcare community.</p>
<p>Patients can access information from their location and avail the services nearest to their location. Citizens can lodge complaints of care and others online.</p>
<p>The tool has information from Hórus, Hemovida, Cartão SUS, CNES, e-sus AB, Ouvidoria and the Information System of the National Immunization Program (SIPNI).</p>

										<content:encoded><![CDATA[<p>The National authorities of Ecuador estimate that poor nutrition of inhabitants is increasing the direct and indirect costs by USD4,345 million annually. 60% of this corresponds to malnutrition and 40% to overweight and obesity.</p>
<p>One of the reason for higher cost is decreased productivity (USD2,529 million) as infants and adolescents with malnutrition have fewer years of schooling. In adults, it is not related to adequate quantity of food but nutritional value of the food.</p>
<p>The officials revealed that 1 of out 2 children are malnourished and they do not necessarily belong to the poor households. The country now faces duel burden of malnutrition. 2014 statistics showed that chronic malnutrition (delay in height) in the population under 5 years of age is 23.9% while overweight is 6.6%.</p>
<p>In school going population (aged 5 to 11), overweight is 19.1% and obesity is 12.1%. In adolescents (aged 12 to 19), overweight is 19.9% ​​and obesity is 7.8%.</p>
<p>The government has developed programs (Nutrition Action or Zero Malnutrition) to eradicate this duel burden and these programs are expected to have an impact on education and productivity.</p>
<p>The provinces of Morona Santiago, Chimborazo and Carchi present the highest prevalence of malnutrition in children aged 0-2 years with rates of 38% and 42.5%. Statistics showed that 64% of the adult population is overweight.</p>
<p>Ecuador aims to eradicating malnutrition by 2030 as a part of Sustainable Development Goals (SDG). Ministry of health mandated food labelling which highlights the amount of fat, salt and sugar processed products. Other plans include reduction of calories in food and specific taxes on high calorie drinks and similar ones.</p>

										<content:encoded><![CDATA[<p>Chile ranked 48<sup>th</sup> in a study evaluating the Healthcare Access and Quality (HAQ) in 195 countries from 1990 to 2015. The study has been published in “The Lancet” which focused on 32 pathologies that could have been avoided with timely and effective medical care such as vaccines, routine surgeries or curative treatments.</p>
<p>Andorra ranked 1 globally, with 95 points on a scale ranging from 0 to 100. This was followed by Iceland (94) and Switzerland (92). Somalia (34), Afghanistan (32) and Central African Republic (29) were the bottom three countries.</p>
<p><a href="https://globalhealthintelligence.com/latin-american-hospital-rankings/best-equipped-hospitals-in-chile/" target="_blank" rel="noopener noreferrer">Chile</a> with 76 points ranked top amongst the countries of Latin America and the Caribbean (LATAM) followed by Cuba (74) and Argentina (68).</p>
<p>Amongst the LATAM countries, Guatemala (56), Honduras (56) and Haiti (38) were last in the ranking.</p>
<p>The model developed by Dr. Christopher Murray (USA) analyzed the evolution of the HAQ Index between 1990 and 2015 for each country. Of the 195 countries analyzed, 167 had significant improvements.</p>
<p>Study shows that in 1990 Chile scored 58.5. Chile focused on preventable diseases with high mortality.</p>
<p>The Ministry of Health emphasized in the 1990s on vaccination coverage to prevent infectious diseases such as measles, diphtheria and tetanus. Increasing public spending on health translating into more services for the population, including the strengthening of infrastructure and primary care. Also, all citizens of Chile have health coverage.</p>

										<content:encoded><![CDATA[<p>Bolivia intends to invest more than USD150 million for the installation of three integral centers of nuclear medicine in the cities of El Alto, La Paz and Santa Cruz (east) for the detection and treatment of cancer.</p>
<p>Each integral nuclear medicine center is expected to cost more than USD50 million and will work in coordination with the Center for Research and Development of Nuclear Technology to be installed in El Alto. The centers will be installed with the support of the Russian company Rosatom.</p>
<p>This nuclear research center will be contributing radioactive atoms to detect the cancer. Cancer detection can be performed in Bolivia and people will no longer have to travel to other countries for detection and treatment. The South American country plans to invest approximately USD 1 billion for the construction of hospitals for the next two years.</p>
