More importantly, it will leave\nhealthcare markets operating blind. <\/p>\n\n\n\n<p>Access to public information is a fundamental right in <strong><a href=\"https:\/\/globalhealthintelligence.com\/es\/ghi-analysis\/latam-healthcare-pulse-report-for-brazil-december-2021\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Brazil (opens in a new tab)\">Brazil<\/a><\/strong> and one that has historically been taken seriously. Detailed import data is used by a variety of institutions such as private companies, public entities, associations, the press, researchers, attorneys as well as governments who monitor industry performance and combat contraband products and dumping. <\/p>\n\n\n\n<p>Global Health Intelligence (GHI) uses\ndetailed trade data (in conjunction with other sources) to assess the state of\nhealthcare markets and report on the impact of macro-health drivers. Said\ninformation is particularly useful when monitoring and reporting on the state\nof the COVID pandemic.<\/p>\n\n\n\n<p>For\nexample, GHI is able to ascertain with over 95% certainty that the market for surgical\nproducts dropped by 68% in 2020 at the start of the COVID pandemic and later rebounded\nto surpass pre-pandemic levels in certain categories in 2021. <\/p>\n\n\n\n<p>This\ntype of analysis is done individually for over 400 product categories<a href=\"\/#_ftn1\">[1]<\/a>,\nenabling stakeholders to gain visibility on the situation at hand and determine\na proper course of action moving forward. Without this information,\nstakeholders are operating blind. <\/p>\n\n\n\n<p>In <strong><a href=\"https:\/\/globalhealthintelligence.com\/es\/ghi-analysis\/the-best-equipped-hospitals-in-brazil-and-latin-america-in-2021\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Brazil (opens in a new tab)\">Brazil<\/a><\/strong>, Receita Federal published detailed data through the SISCORI system \u2014 one of the most efficient and well-run government trade platforms in Latin America. Overall, the SISCORI accomplished two critical and challenging missions:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Providing\naccess to accurate and timely detailed trade data<\/li><li>Offering\nassurance of confidentiality of private data. <\/li><\/ol>\n\n\n\n<p>For over 15 years, the SISCORI system was\na praised system across the region \u2014 until it was shut down. &nbsp;<\/p>\n\n\n\n<p>Certain immoral companies and individuals found\nways to extract additional information from the SISCORI platform, tagging the\ndata with private personal identifiers, such as the name of the importer, the\nname of the supplier and the tax ID. This practice turned into full-on ventures\nas companies acquired massive amounts of data, including the personal\nidentifiers, to create business profiles (similar to credit reports and\npartnering studies).&nbsp; In an effort to\ncrack down on these illicit activities, Receita Federal shut down the SISCORI\nsystem without notice on December 17, 2021. &nbsp;But SISCORI was not the source of the problem:\nthe companies and persons who abused the system and acted immorally by\nrevealing personal information are.&nbsp; These\nare the true culprits and where the sanctions should be directed. <\/p>\n\n\n\n<p>With the SISCORI system down, detailed\ntrade data should no longer be available. But if you search hard enough, you\nwill find companies who still broker this information, including the personal\nidentifiers. SISCORI was a scapegoat in a failed attempt to crack down on illicit\nactivities.<\/p>\n\n\n\n<p>The perverse effect of the SISCORI shutdown\nis multifaceted:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>On\none hand, there will be limited access to trade data across industries. Specifically,\nthe healthcare system will have less visibility on the economic impact of macro-drivers,\nincluding the pandemic we are still living through. There will be fewer facts\non which to make decisions; and measuring the outcome of decisions will be that\nmuch harder, if not impossible. If it seems like we are going backwards instead\nof forwards in terms of data transparency, it is because we are. <\/li><li>By\nrestricting access to SISCORI, the alternative backdoor channels to obtain\ninformation become even more valuable, further enticing immoral persons and\nbusinesses to explore other ventures. <\/li><\/ul>\n\n\n\n<p>Receita Federal plans to reestablish\naccess to SISCORI at some point in the future, with no set date or commitment\non how the data will be presented. <\/p>\n\n\n\n<p>Until the situation is resolved, GHI\ncontinues to count on years of historical data used for detailed analysis and is\nalso used as the foundation for current monitoring. But until the system is\nrestored, the healthcare sector will operate blind and health outcomes will\nlikely suffer.<\/p>\n\n\n\n<p>GHI maintains an active engagement with key stakeholders to find ways to release detailed import data in the future.
